Introduction: The professional competence of health personnel depends on adherence to the principles of professional
ethics and due to the fact that the issue of professional ethics in natural disasters is more important, so this study aims to investigate the ethical challenges of health care personnel in natural disasters.
Materials & Methods: This qualitative study was conducted with a conventional content analysis approach. Participants were 38 employees of Lorestan University of Medical Sciences who were present at the Lorestan 1398 flood incident for at least two days to provide relief and were willing to participate in the study. Data were analyzed using in-depth semi-structured face-to-face interviews with the aim of understanding non-verbal evidence. In the interview, the interview guide was used to focus on this aim. The other interviews were recorded with the permission and consent of the participants. Immediately after completion and at most by the end of the interview day, the voices were converted
into writing and analyzed. Then notes were taken. Interview times ranged from 30 to 60 minutes. Each participant was interviewed between two to three times.
Results: Out of 38 participants, 66% were women and 34% were men. 37% were married and 63% were single. Their average age was 42 years and their average service history was 6 years. 29% were officially employed, 31% were companies and 40% were contract workers. The average number of days they attended was 4 days. The interviews were divided into 22 categories after several readings and the main concepts were extracted: justice, crisis management, service delivery delays, accountability and work conscience.
Conclusion: The results of this study showed that the crystallization of manifestations of national and jihadi determination, donations, public presence, empathy and kindness, the beauty of religion and culture in times of national crises were the strengths of this crisis. Despite the positive points, challenges such as inconsistencies between aid centers, lack of planning and inadequate staff training, inequality in the distribution of services and facilities, delays in providing services was an upgradeable point in providing services to victims, which of course should be considered to reduce the existing problems to zero with scientific planning and the coordination of the organs present in the events.
